MINISTER IN PRESIDENCY

 

 


Biography

Honourable (Hon). Christine //Hoebes is the Minister in the Presidency, a member of Cabinet and of Parliament. She formerly served as Deputy Minister in the Office of the Prime Minister, and Deputy Minister of Ministry of International Relations and Cooperation.

She has vast experience in governance, education, national and international political affairs, labour relations and public administration, coupled with extensive skills in planning, effective communication, negotiation, public speaking and diplomatic protocol.

Hon. //Hoebes has qualifications in basic education, international relations, management, leadership and diplomacy.

She was elected Mayor in 1992 at age 23, youngest in the country.

She has served as the first cohort of the SWAPO Party Think Tank, as well as member of the Secretariat of both SWAPO Party Politburo and Central Committee. She is serving as a member of the SWAPO Party Central Committee and is Assistant Secretary for External Affairs.

Prior to assuming Cabinet she has diligently served as both Senior Special Assistant and Special Advisor to Namibia’s second President H.E. Hifikepunye Pohamba.

 


Objectives

  • Accelerate socio-economic integration;
  • Enhance legislative and Policy Framework

 


Functions

  • To assist the President both technically and administratively, to effectively exercise his roles and responsibilities as Head of State and Government;
  • Present and defend the Annual Budgets of the Office of the President, the Auditor-General and Veterans Affairs in the National Assembly;
  • Table Bills emanating from the Office of the President in Parliament;
  • Table Statutory Reports emanating from the Office of the President in Parliament;
  • Respond to Parliamentary questions related to the Office of the President;
  • Prepare Cabinet Submissions emanating from the Office of the President;
  • Meeting with Presidential Envoys at the direction of the President;
  • Accompany the President on local and international trips when directed;
  • Meet with the Management team in the Office of the President on a regular basis;
  • Facilitate correspondence with other Offices/Ministries/Agencies, private sector and individuals on various issues;
  • At the request of the President, deliver speeches and meet with members of the public on his behalf;
  • Carry out any assignment from the President;
  • Attend workshops and seminars; and
  • Co-ordinate with Regional and Local Authority structures.
