Meet the Team

Adv. Ingenesia Zaamwani-Kamwi
Inge is a variously qualified legal professional with an LLM, (Mining and Petroleum Law), University of Dundee, UK (1994), LLB (Hons), Thames Valley University, UK (1990); (Barrister-at-Law), Council of Legal Education, London (1992); A Diploma in Development Studies from the United Nations Institute for Namibia; A Certificate in Executive Leadership from INSEAD Business School in Fontainebleau, France and a Certificate in Management from Harvard University’s Making Markets Work Executive Education Programme.
Prior to her appointment as Presidential Advisor on Constitutional Affairs and Private Sector Interface, she was the CEO of NamDeb Diamond Corporation; Director of Mines at the Ministry of Mines and Energy; Control Minerals Officer at Ministry of Mines and Energy; Legal Officer and Personal Assistant to the Senior Legal Advisor at the Commonwealth Legal and Economic Advisory Services in London, UK.
She has also served on various boards as chairperson and director, respectively, including: Old Mutual Namibia; The Legal and Technical Council of the UN (Jamaica based) International Seabed Authority, FirstRand Namibia (Pty) Ltd Group, FNB Bank Namibia (Pty) Ltd Board of Directors, Diamond Board of Namibia, Junior Achiever Namibia and Namibia Chamber of Mines the Namibian Commerce and Industry, the Millennium Challenge Account Namibia (MCA-Namibia) and the Namibia Institute of Mining to mention but a few. Currently she is on the following boards: Swakop Uranium (Pty) Ltd, NamDeb Holdings (Pty) Ltd, DebMarine Namibia (Pty) Ltd, Tungeni Africa Investment Pty (Ltd) and ZanTang Investment Pty (Ltd). She is also an honorary member of the Board of Directors of Namibia Chamber of Commerce & Industry (NCCI).

Dr Alfredo Tjiurimo Hengari
Alfredo Tjiurimo Hengari holds a PhD in Political Science (International Relations) from Université Paris 1 PanthéonSorbonne, where he also earned a Master's degree. He also holds an MA in International Studies from the University of Stellenbosch, South Africa, and a Bachelor of Arts in Politics and Sociology from the University of Namibia.
Since February 2018, Hengari has served as Press Secretary and Special Advisor to the President of the Republic of Namibia, appointed by Dr. Hage G. Geingob. He was reappointed by President Nangolo Mbumba on 4 February 2024. In 2018, he was nominated by the President to serve as a member of the Africa Renewable Energy Initiative (AREI) Technical Committee and as the Focal Point for Southern Africa. As Presidential Advisor, Hengari also leads the Pillar on International Relations within The Presidency for the Harambee Prosperity Plan I and II of the Government of the Republic of Namibia.
Previously, Hengari held appointments at the South African Institute of International Affairs, the University of Cape Town, the Dag Hammarskjöld Foundation, and Amnesty International, amongst other institutions. He has acted as a consultant to the United Nations in Burundi, the Southern African Development Community (SADC), and has been a regular commentator on international affairs in South African and international broadcast and print media. Hengari has published widely on international and African affairs.

Ms Daisry Mathias
A public policy advisor, Daisry Obal was appointed in June 2015 by His Excellency Dr. Hage G. Geingob, 3rd President of the Republic of Namibia and again on 4th February 2024 by His Excellency President Nangolo Mbumba, as Presidential Advisor on Youth Matters & Enterprise Development. In this role, Daisry serves as an aide to the President in the discharge of his constitutional mandate, engaging and coordinating inter-governmental and national stakeholders to advance pro-Youth policy and programme priorities, to harness a demographic dividend under the overarching goals of poverty eradication, economic inclusion and shared prosperity. Daisry is a Commissioner of the National Planning Commission and one of the architects of the Government's priority Impact Plan for accelerated development - the Harambee Prosperity Plan I and II. She is dedicated to contributing to Namibia’s broad-based socio-economic transformation, deepening democracy and capacitating the individual to succeed. In 2022, Daisry established the OYAYONE Foundation, her personal work to accelerate women’s economic empowerment and social progression, in response to the President’s clarion call to “Leave No One Behind”.

Mr James Mnyupe
James Mnyupe is the Economic Adviser to the Namibian President and concurrently holds the portfolio of Namibia’s Green Hydrogen Commissioner. James contributes to the nation’s strategic planning process that aims to augment Namibia’s macroeconomic structure with the goal of diversifying Namibia’s exports and buttressing the economy’s ability to weather exogenous shocks. He has been instrumental unlocking concessionary blended financing capital, to enable the construction of strategic assets of regional importance, that provide a strong foundation for the upcoming wave of low carbon manufacturing in Namibia. Mr. Mnyupe holds an Executive Certificate in Economic Development from the Harvard Kennedy School of Government, is a CFA Charter holder, a Chartered Accountant and a Certified Financial Planner.
